The Ask
We are asking the East Brunswick Mayor & Town Council to adopt a formal Community Cat (TNVR) Ordinance that creates a humane, effective, and well-regulated Community Cat Program. The ordinance would:
Establish an official, township-recognized Community Cat Program to humanely reduce free-roaming cat populations, protect public health, and improve quality of life.
Clearly define community cats, caregivers, and colonies so that caregivers are not treated as the cats' legal owners and cannot be fined simply for helping.
Create a standardized TNVR process (Trap–Neuter–Vaccinate–Return) requiring that cats be humanely trapped, sterilized, vaccinated for rabies, and ear-tipped for identification.
Allow caregivers to responsibly provide food, water, shelter, and basic medical care on private property or with permission, with clear guidelines to keep feeding areas sanitary.
Protect ear-tipped, TNVR-ed cats by exempting them from stray, at-large, and licensing violations, preventing unnecessary impounding or euthanasia.
Establish a humane, balanced approach to address complaints, with a structured, sworn-affidavit process and fair timelines.
Ensure Animal Control and a township-approved nonprofit work together to run the Community Cat Program consistently and humanely.
Guarantee that visibly suffering cats receive proper evaluation and care, and euthanasia is only permitted when a veterinarian confirms the cat cannot recover or be placed.

Under State law, Initiative Petitions such as ours must be paper-only. All signers must be East Brunswick residents and registered voters.
